Urine culture was NEG but showed growth of Lactobacillus. Nurse said it was a germ and not the good kind like in yogurt. She said possibly from sex. She suggested Cipro (ciprofloxacin). Do you agree?

You need to have an assisted clean midstream catch urine for culture, along with a urinalysis. This does not sound, at least superficially, like you need antibiotics, but without further info, difficult to be sure.
