My mom has a blood clot in her jugular vein& is coughing up blood & blood clots. The Dr is saying that a clot in that vein is not serious is that true?

Venous thrombosis. can be lethal if the the blood clot in the vein travels to the heart, lungs or brain. Please get a second opinion. Coughing up blood ( hemoptysis) is particularly worrisome in view of a jugular venous clot.

See answer. If the lumps are just under the skin they may be areas of superficial thrombophlebitis(or something else),in which case the area would be tender.
