Viral illness. Probably a viral illness, who's natural course is around two weeks. If there is a secondary bacterial infection in your sinuses, the bacteria may not be sensitive to the antibiotic, although that would be unusual. 3 weeks. 3 weeks with headaches is too long as is the phlegm with blood. The quickest way to get good care is to have someone take you to the nearest Emergency facility.
