In brief: Not a cold?

It could be allergies .
Talk with your child's pediatrician, there might be some allergy medication that your pediatrician can recommend.

In brief: Expectations

The average infant/toddler will have 5-7 respiratory illness/yr declining to 3-5 after age 5.
The abundance of different viral strains and the kids hand to mouth behavior are big contributors to this fact. If your kids are more frequent, allergies can contribute as can environmental irritants like smoke, fragrances ,fumes, etc.Rare immune issues can be involved but this can be worked out by your doc
