In brief: Not Known,but...

No research exists in this area.
But what is the context-therapy for what as I am not aware of any routine use for this therapy in kids at all. What specialized situation are we discussing?

In brief: Unlikely to matter

If speech delay is due to any brain injury in the past, hyperberic oxygen will not provide any benefit.
Any affected neurons are long since scarred & cannot be changed. The basic approach to speech delay includes assessment by a speech & language specialist , hearing evaluation and therapy as indicated by their findings.
