In brief: Not uncommon

Nothing is truly "normal" after we change your anatomy.
But there is an entity some call the "healing ridge" which is the healing you feel after hernia surgery. This is common and does not mean you have a recurrence (if indeed that is what you have). The first post op hernia i examined as an intern, i thought it had recurred, but it was simply this. Speak with your surgeon to be sure.

In brief: It depends

The bulge can be normal or abnormal depending on why it is there.
This depends on if the hernia was fixed open or laparoscopically. It can be a fluid collection, healing ridge or a problem. See your surgeon for an answer.
