Broken fibula required surgery and 8 weeks no weight. On week 6. Was told to start weight bearing in 2 wks, as tolerated, no phys therapy. That normal?

I would recommend rehab/pt for every patient after surgical fixation of an ankle fracture.
When to begin pt varies among patients. Your period of non-weight bearing is on the lengthy side but reasonable.
