My friend has ovarian cysts that grow and after they pop, more grow after a while. She had surgery but they still grow again. Is there a cure for this?

Cysts are normal. The cysts are small immature eggs so they are normal until menopause. For various reasons they may occasionally become numerous or larger than normal. Management will vary but the birth control pill is often a good option.
Treatment available. Ovarian cysts occasionally occur in all women who ovulate. Some women are more prone to cysts than others, and some have "poly cystic ovaries" which is a separate diagnosis entirely. The best way to decrease the frequency of recurrent ovarian cysts is to go on birth control pills to temporarily halt ovulation and the hormonal changes that lead to the development of recurrent cysts.
