I have white bumps in the pubic hair at the top of my genital area it itches and turns red what could it be?

Possibly folliculiti. White bumps t the hair follicles of the pubic hair with some surrounding redness may be "folliculitis" , or a staph infection in the hair follicles. Depending on the severity it is treated with either topical or oral antibiotics. See your doc to check this out.
