In brief: Possibly viral

Often a viral lesion, caused by the herpes virus hsv i or ii has similar tingling before an ulceration or cold sore erupts.
If you have a history of cold sores, fever blisters, etc, this can explain what is happening. If this is persisting without visible lesions, there may be a neuropathy or abnormality in a nerve. I would see your dentist to evaluate your mouth and if nothing is detected, md.
