My dad took novastin to lower the cholestrol level and it helps. Can he stop the med since he is getting better and stable?

I assume you mean lovastatin.
If he stops the medication, other things being equal, the cholesterol will go back up. Losing weight and exercise and following a proper diet can also lower the cholesterol, so if he also does those things, he perhaps could lower the dose or even stop the medicine, but that is unusual.
