What happened first? What happened before the lumps appeared? Were you stung/bitten by an insect? Had you rubbed against some plants/weeds? We need more information to provide the best answer. Varies. There are several possibilities, a physical exam would likely yield the diagnosis. Imaging studies could also help. The tibial tubercle is a structure in that area and it can become enlarged producing a "lump" in the area I believe you are describing for a variety of reasons, I would not hesitate to be seen.
