In brief: 100 and 140
A normal blood sugar on an empty stomach before breakfast is 100 or less.
Two hours after breakfast anything under 140 is considered normal. Fasting sugar over 125 and a 2 hour sugar over 200 is considered diabetes. In between these numbers is called impaired fasting glucose or impaired glucose tolerance.
