In brief: Seek dermatologist

If you are having active acne not controlled by otc meds, see your dermatologist.
Bad acne scarring can be treated but it is best to get control of the acne before proceeding with peels, lasers, or other techniques.

In brief: Depends

If the scars are deep they will improve either by excision or injecting fillers (radiesse, juvederm, etc.
) to plump them up. "ice pick" scars will be optimally treated by dermal punch excision using a small circular blade that removes the scar entirely and is closed with one or two tiny sutures. Laser and dermabrasion are adequate for scars of minimal depth.
