Before I take my 5 yr old daughter to a dermatologist, are there any over-the-counter remedies for her skin problem of "millia"?

If they are truly milia a peelling cram such as keralyt gel used lightly could slowly open up the milia.
It may be however molluscum contagiousum, small warts which are common at that age..These can be treated with prescription cream, light curretage or localized liquid nitrogen.If they persist or spread see a dermastologist.
