Is it normal to urinate a lot when drinking 3 to 4 liters of water daily? However my urine is clear and it doesn't hurt or burn.

In brief: Once an hour.

Unless you are waking up to urinate you are excreting 4000 ml of urine in about 12 hours.
That is about 325 cc/hr which is about the normal capacity of a bladder. Therefore you should be urinating about once an hour.

Yes, this is normal because over time your body gets used to having a constant supply of water so taking in water constantly minimizes the likelyhood that your body will retain water. This is a good thing, kind of inconvenient at times, but it's good.
