My seven month baby has a WBC count 9, 14, neutr 1, 23 (13, 5%) and lymph 7 (76, 6%), should I worry about lower neutrophils?

In brief: Likely virus

I assume that there was some illness to cause your baby to have blood drawn.
While low neutrophil counts can be worrisome, the picture of higher lymphocyte numbers often goes with an acute virus infection. A repeat in a couple of weeks is likely to have more normal proportions of the various white blood cell types. Ask the doctor who ordered the blood test to tell you their impression.
