In brief: Skull

The described problem is likely a lesion over the skull, and does not represent a brain tumor.
A cat scan will likely visualize and give info as to significance, but likely quite benign. The cause of your seizures due to brain pathology and should be identified if possible, and, of course controlled with meds.

In brief: Not a brain tumor.

The hard area on your skull/scalp coud be a cyst(possibly there from birth) it has nothing to do with your siezures.
Assume you are seeing a neurologist and on medication for the siezures. If not, do so immmediately!
