2 causes of penis curving upwards are peyronies disease probably caused by minor fractures of the penile corpora causing a peyronie's plaque, meds don't work, consider surgery by an expert urologist.
Epispadias, a congenital penile abnormality with upward curvature, short length + urinary opening on upper side of penis.Reconstruction is difficult and results suboptimal. Sex therapist may help.
