For 5 years I was addicted to xylometazoline, don't use it almost a year, but still have medicamental rhinitis. Can it be cured besides surgery?

In brief: Possibly

What people in your situation have is severe congestion due to inflamed turbinates.
There is an office procedure that can be done to help you breath better (somnoplasty or coblation). But if you also have a deviated septum then that usually requires an outpatient surgery (septoplasty) as well.

Medical management of this problem includes nasal steroids as well as sometimes oral steroids. Which can often help. But usually there is a reason for nasal obstruction (reason why they started oxy in first place) An ENT will be the best to help.

In brief: Maybe

See an ENT or allergist--could be other causes of your symptoms if you have stopped the nose spray for a long time.
