In brief: Depends.

Brain tumor headaches can be steady but can worsen if there are bleeds or if there is worsening of the flow of the CSF drainage or if the intracranial pressure increases due to growth of tumor.

Not necessarily. It can depend upon y the flow of the cerebrospinal fluid as mentioned. Some brain tumors symptoms are very positional

In brief: Possibly

Headaches are the most common symptom in people who have brain tumors but are also present in many less serious conditions.
Headaches from brain tumors can be unrelenting or intermittent. They can sometimes be improved with the use if steroids to reduce swelling associated with brain tumors.
