In brief: Maybe

Not sure what vocal cleaner is.
However, good oral hygiene: brushing with Fluoride toothpaste at least twice a day, and flossing daily is very important. However, if the process of gingivitis has already started, you may need to see a dentist to clean your teeth and get proper treatment

In brief: Not likely

Gingivitis is caused by bacteria, tartar, and plaque on the teeth (below the gum line) irritating the gums.
Flossing and brushing are the primary ways to address gingivitis. Other treatments can be recommended by your dentist.

If your good habits at home, i.
e. Brushing and flossing, don't reduce the problem, you may have more serious periodontitis rather than just gingivitis. See your dentist soon.

In brief: No,

Gingivitis is caused by more than one reasons.
It could be bacterial, hormonal or due to certain diseases. Proper diagnosis and the cause needs to be determind prior any treatment. Only washing the mouth three times a day will not solve the problem.
