Your toddler may not like it, but at this age, a rectal temperature is the most accurate.
Digital thermometers are easy to find at the drug store; just make sure that it's a rectal one (they're labeled). Apply some petroleum jelly or KY jelly on the tip before inserting it.

The gold standard to check temps is rectally.
Having said that, checking it with any other method at her age (ear, temporal, etc) is probably ok. If you really think she has a fever, but other methods don't show it, then the only way to know for sure would be to get a rectal temperature.
