Is effectively controlled htn, lipids, and glucose considered a risk factor for cad, absent of other risk factors (i.E. Genetic)?

Rephrase. Effective control of diabetes, hyperlipemia, hypertension, and non smoking all reduce cardiovascular risks. We cannot change our parents!
CAD risk factors. There is still increased risk beyond a person who never had these problems, but the risk rapidly approaches that of a person who never had hyperlipidemia and hypertension as they are controlled and often brought below a "normal" level. Blood glucose issues are a bit different in the sense that well controlled blood glucose is still significantly elevated above "normal" in the vast majority of dm.
