In brief: No

Although milk is an alkali (opposite of an acid) and it can neutralize acid, the human body is very smart.
When you start to eat or drink an alkali, a signal is sent to your stomach telling it to prepare to be "neutralized." the stomach will then respond by producing even more acid to counteract the alkali. Hence, long term use of milk, mylanta, maalox and others is not effective against ulcers.
