In brief: See an eye doctor

Ocular headaches can be divided into headaches that feel like they are in the eye (migraine, muscle tension headaches); pain in the eye a different from a different cause; or true ocular migraines, which do not hurt but cause the sufferer to see light effects in front of their eyes.
Any headaches that are new, constant, and/or do not resolve after a few days should be evaluated by an eye doctor.

In brief: In general, yes

Any new headache could be a sign of a more serious problem, but your doctor can evaluate the symptoms, their pattern and any signs of other health risks.
The problem could be as simple as a sinus headache, or something more severe, such as ocular migraines. You did not mention your age, sex, or any other medical problems or medications that you take, as these can all contribute to ocular headache.
