In brief: Hypoxic encephal.

The hypoxia has likely resulted a secondary brain injury, and depending on age, the extent of recovery will be unknown for some time.
The seizures are not unexpected and will need control, but likely not to be a long-term challenge. Have a neurology consult, provide supportive care, and hope for the best.

In brief: Prognosis guarded

Very sorry to hear about your niece.
Anoxic brain injuries are very serious and often permanent . Given her persistent comatose state the injury is likely very serious unless the physicians are keeping her in a medically induced coma (with IV medication) without knowing the specifics of her case and her imaging it is hard to say how much permanent damage there is.
