In brief: Nerve dysfunction
Nerve dysfunction from a local irritation (entrapment, compression, stretch), more proximal irritation (herniated disc), or systemic problem (diabetes) can produce local numbness in one heel.
A proper exam would be needed to better delineate the exact cause.

In brief: Nerve entrapment
The most common cause of numbness in the heel is due to a nerve entrapment.
A condition called tarsal tunnel syndrome can cause the the heel and possible the foot to become numb. Orthotics and steroid injections are usually treatments used to alleviate the symptoms. If the symptoms persist surgery to release the tarsal tunnel is needed. Please seek medical attention for this condition.
