Hypoglycemia is definitely by a blood glucose <70, not the symptoms of lightheadedness that many get when they need to eat.
These symptoms are present in hypoglycemia in many circumstances, but not all. Early changes in Insulin secretion can be found in reactive hypoglycemia, a pre-diabetic condition (in some). This would be too early for vascular changes. Confirm the diagnosis with your doc.
