In brief: Rule out pathology

First and foremost, see a doctor to evaluate.
Have a mammogram and ultrasound. If there are benign findings, or, if chronic, there are procedures to correct. The results of these procedures are relatively modest. Always rule out pathology first.

In brief: Things to Try

Where nipple shields, sometimes they help the nipple protrude.
Sometimes gentle traction from your fingers, a breast pump, or a modified open ended and inverted 20 cc syringe can make a small pump to help draw out the nipple. Despite all attempts, sometimes the nipple doesn't evert more. An option then is to pump breastmilk and feed breastmilk via a bottle.
