Three years is a long time -- so it's probably not an acute or serious problem -- and also it's probably not an ulcer or acid reflux.
Are you a mouth breather? Cold air can cause muscular spasm and that can give you 'chest pain'. One of the function of the nose is to warm up the air that your breath, but if you are a mouth breather -- try a scarf that covers your mouth too in cold season -.
