My breasts are very tender & heavy, although i'm not pregnant nor getting my period. Last time this happened, they grew a lot. What could cause this?

In brief: Missed ovulation

You likely had a normal, common occurrence known as an anovulatory cycle (your ovary didn't release an egg this month).
A build-up of estrogen causes the breast tenderness. If you are regularly using birth control, you should call your ob/gyn for an in-office pregnancy test. If still negative, they will likely give you a short course of Progesterone to induce your period and "reset" your cycle.
