In brief: See doctor.

Given how young your baby is, i'd advise seeing your baby's doctor. If the cough is just from a cold, saline nose drops and suctioning helps to clear any post-nasal drip, and elevating the crib mattress a little and using a humidifier in the bedroom can help, too.
If it's more than just a simple cold, your baby's doctor will give whatever treatment's needed.

In brief: Humidifier

Probably the safest thing for your baby is to run a cool mist humidifier in the room. Be sure to keep the doors shut so as to allow the maximum amount of humidity in the room. If your baby has a fever or seems to be having a hard time breathing, be sure to have him/her seen by your pediatrician to be sure no other treatment is necessary.
Cold medicines are not safe at this young age.

In brief: Several things

The first months are troubled by narrow nasal passages &exposure to dust, fragrences, smoke & other irritants.
Baby tries to flush these out of the nose with mucous but this often ends as congestion & produces rattling with breathing & cough. The best rx is washing out the nose with saline &suctioning the remainder. Eliminate irritants from babies environment & this will happen less.
