Is it normal for my 2yr old son to snore loudly when he sleeps and naps?

In brief: Common, not normal
Airway obstruction leads to this type of snoring.
It is not normal. Please see your pediatrician and if no better after treatment you may need to see an ENT doctor.

In brief: It depends.
If he's not having episodes where he chokes or stops breathing, and if you change his position and the snoring stops, it may be ok.
The best thing to do would be to do audio and video recording (even on your cellphone) while he's snoring, and bring him and the recording to his doctor for evaluation.
