Coldness of just one lower leg raises the question of whether there is a problem with the circulation, such as a blocked artery. That said, if you have that bad a blockage, it would be likely that you would have additional symptoms such as pain in the leg or foot on walking or even at rest. Of course, if you are young and healthy it is also unlikely that this is anything serious.
