The testicles still produce sperm, but they are reabsorbed by the body. A vasectomy does not stop the function of any organ involved in reproduction, it only blocks the ability to reproduce. Eventually, there will no longer be any sperm found in the ejaculate due to a vasectomy, but sperm is still being produced.
