Well, she would be helped if the diagnosis was established.
If it is eczema, then moisterizer cream +/- steroid cream may be helpful. If it is fungal, then antifungal cream is the way to go. She needs to have it looked at.

There are several possibilities: she may have athlete's foot, which is a fungal infection. Some people try putting Hydrocortisone on "things that itch" and with a fungal infection, that makes it worse. Try some lamisil (terbinafine). She may have an allergy to an antibiotic cream being used, neomycin may be the culprit.
