Reasons to circumcise after birth include narrowing of the foreskin (phimosis) which lead to hygeine problems and often voiding problems, recurrent infections of the foreskin, urinary tract abnormality with increased risk of infection, or sometimes preference of family.
If circumcision is required, earlier in life is preferred as the child will recover quicker and likely not remember the event.

Routine circumcision for most boys is not undicated.
However boys with severe mental delay will likely have the same problem all their lives. Thus the boy and later man may well not practice adequate personal hygiene by retracting foreskin and washing head of penis. This can lead to secondary phimosis, balanitis and risk of penile cancer. I would circumcise, some would not.
