You can use any non fragrant lip balm or moisturizer with petroleum jelly, a mmild topical steroid will help heal it.
But you need to find the cause and avoid it, such as contact dermatitis to something applied on the skin.

In brief: Rx

Usually a combination of oral Doxycycline and topical Metronidazole works very well.
There aren't any over the counter treatments that i would expect to be effective. Topical steroids usually make it look better for a few days, but overall tend to make it worse in the long run.
