Agree with above, adding- there are clear guidelines to determine whether everyday or as-needed meds are appropriate, depending on symptom frequency.
Therapy should start conservatively and step up, managed by your pediatrician. Please note that no otc cough/cold medicines are considered by the aap to be effective in children at safe doses, and should be avoided. A humidifier may help.

Try a cool mist humidifier, not a warm mist.
If exercise causes coughing too call your pediatrician . Warm humidifiers carry spores and can make it worse.

Generally a nebulizer with mask is used in a 2yr. Old a steroid with a bronchial dilator is the best to place in the cup of the machine and use once or twice a day.
