Swimming probably the best, but is a more limiting activity.
There are many other types of cardio- some aggressive, some more passive. I would talk to a personal trainer.

You have to increase heart rate and sustain that increase through the time you exercise to improve cardio status.
Beside running, cycling or rowing you can do rope jumping, jumping jacks or similar aerobics.
