A bruise is blood in the tissue near the surface in general so you see it.
It is "clotted" but localized and will resolve/ resorb over a week or two. A black eye is an example.

As a liquid, it is also a hydraulic fluid with viscosity, due to rbcs having “sticky” outer membranes; this is responsible for blood viscosity. Blood also has platelets & proteins which act in chain reaction to either form clots (become a solid) or to dissolve & destroy clots; clotting a balance.
