A double outlet right ventricle means that both aorta (the blood vessel that carries oxygen rich blood to the body) and the pulmonary artery ( the blood vessel that carries oxygen poor blood to the lungs) arise from the same chamber of the heart, the right ventricle.
The problem is that the aorta then carries oxygen poor blood to the body. The aorta normally originates from the left ventricle-.

DORV is accompanied by another defect called a VSD, Which is a hole in between the ventricles that actually helps because blood from both chambers mix, increasing Oxygen. There are different kinds of DORV, depending on where the other defect is located. Babies because of the decreased oxygen in their bodies tend to be bluish, have enlarged hearts, murmurs amongst other things.
