The dark, heavy look to eyelids, especially lower eyelids, is often caused by collections of blood vessels.
These vessels can be a little "leaky", causing fluid to collect under the skin, which in turn gives the dark circle appearance. After years, some individuals also develop increased pigmentation, which enhances the appearance. If this is a new appearance, see an eye doctor for an evaluation.
