While milk can be soothing to an upset stomach, it is anything but to an upset eye.
The eye has fairly narrow pH requirements to maintain healthy tissues and normal vision and while milk isn't nearly tithe worst thing you could put into your eyes it's not going to help any condition such as pink eye or any other condition that can be causing a red eye.
