In brief: Lower Lid Wrinkles

Protect your skin with spf and sunglasses.
Stay well hydrated & moisturize. Restore skin w/ elastiderm. Resurface skin with laser or chemical peels (may need multiple treatments over time). Consider a surgical skin "pinch" (needs evaluation to determine candidacy). Fillers may help with the "tear trough" area between the cheek and the lid. Hope this helps!

In brief: It depends

Wrinkles under the eye are caused by many factors but most often it is aging and the cumulative effects of sun damage.
Chemical or laser peels would often be part of the solution for that reason. However, eyelid surgery (blepharoplasty) may be needed if there is more skin laxity. Occasionally, injections with fillers can be helpful.

Fraxel laser, portrait plasma and some chemical peels can help reduce wrinkles underneath the eyelids.
These treatments can create down time and have some risks so discuss them thoroughly with your doctor. Long term use of Retin-A and other creams can help maintain better skin health. Sunscreen and quitting smoking also help. Some wrinkles can respond well to Botox but it can cause problems too.

In brief: Few options

For mild wrinkles under the eyes co2 fractionated laser is excellent.
If there is considerable excess skin, a lower blepharoplasty will have a better result.

In brief: No one answer

As you can see by dr. Pollard's answer, there is no one easy solution.
Depending on how your skin type, the severity of the wrinkles, your age, etc, there may be more than one solution (topical treatments, lasers, peels, surgery, etc). Go see an experienced facial plastic surgeon for recommendations tailored to your needs.
