Most, if not all, medications used to treat asthma in Germany, Europe & around the world are available in the USA & Canada.
They may have different trade names but they're usually made by the same pharmaceutical companies. If she has her old inhalers show them to her allergist or pulmonologist. It should be easy to figure out what she was taking & provide her with equivalent medications.
