In brief: Maybe,maybe not

The issue is a relative one & those with the poorest amniotic fluid /baby ratio are the ones most likely to have a defect.
A GI tract not hooked up, kidneys that never formed or urine flow blockage are the most worrisome. If no kidneys, no pee, no cushion for baby to grow into & lungs are compressed & baby dies at birth.The GI tract & urine blockage can be fixed.Minor decreased fluid not a problm.

In brief: Oligohydramnios

You should be followed with serial ultrasounds to make sure there is no defect in the fetal kidneys or GI tract.
Also i would start non-stress tests and afis at 32 weeks.
