Processes vary, but drivers' licenses are never taken away by doctors -- only by designated authorities in each state.
Also it depends on the degree & progression of symptoms. If concerned about a patient's attention span, concentration, reaction time, or memory for directions, etc, legally the doctor must report this to the state's dmv or equivalent. Talking w/patient & family would occur first.

Each time a driver starts her car up, she should ask herself is she is feeling well enough to drive SAFELY at that moment. If feeling dizzy, tired, distracted, in pain, or otherwise ill, she should turn the car off and call a friend or relative for a ride.
