In brief: Sounds normal

Twictching is usually benign, esp in a young person.
Has nothing to do with the surgery in other eye. Twitching that involves part of the face as well could be a problem.

In brief: Pretty common

Twitching is usually due to irritation, most commonly dry eye.
Use artificial tears (preservative free) a lot and it should get better.
